EXPLAINED: How Premier League Clubs Beat The Transfer Deadline

Premier League clubs must follow strict registration rules to complete player transfers, especially on deadline day when deals are often sealed in the final hours.

According to details shared by the Premier League on its official X handle on Wednesday, here is how clubs get deals done before the window shuts:

The Deal Sheet Lifeline
The deal sheet is the key tool for late deals. It allows a club to confirm that an agreement has been reached and gives it extra time to submit the remaining paperwork.

For an 11pm deadline, a deal sheet can be submitted from 9pm and must be received before the window closes. Once submitted, the club then has until 1am to provide full documentation. However, international transfers must still meet FIFA’s midnight deadline via the Transfer Matching System (TMS).

Required Transfer Documents
To register a player, clubs must submit the player’s contract, the transfer agreement, work-permit evidence where applicable, international clearance for overseas deals, and any applicable transfer levy.

The Premier League then checks the documents against its own rules and those of the Football Association (FA) and FIFA.

International Transfers
For international deals, the buying club uploads transfer information to FIFA’s TMS while the selling club matches the details. Once confirmed, the relevant football associations process the international clearance.

Work Permits
Players who need permission to work in the UK must have approval before registration. Clubs must apply for the permit before the window closes. Players who do not automatically meet the criteria can have their cases reviewed by an FA Exceptions Panel.

Ban on Third-Party Ownership
Premier League clubs cannot register players whose registration rights are partly owned by third parties. A club must own 100% of a player’s registration and economic rights.

What If A Deadline Is Missed?
If a club fails to meet the deadline, the Premier League Board has the power to refuse the application or approve it with conditions. This makes accurate and timely submission critical on deadline day.

When Can A New Signing Play?
Completing a transfer does not automatically make a player eligible for the next match. Registration documents must generally reach the Premier League by 12 noon on the last working day before the club’s next Premier League game. The international transfer certificate and work eligibility proof can be submitted later but must be received before the player can play.
